With the primary goal of increasing productivity and improving work efficiency, Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) announced that starting from 2023, the use of BIM/CIM would become mandatory for all public construction projects, except for small-scale works. This policy shift is driving a transformation in design methodology—from traditional 2D design using AutoCAD to 3D design using BIM/CIM software such as Civil 3D and Revit.

However, the construction industry is currently facing a serious shortage of skilled personnel, particularly Civil 3D and Revit operators. This labor shortage presents a major challenge for construction companies looking to implement BIM/CIM, especially small and medium-sized enterprises.
